Health Systems Change

Many state-level tobacco control programs and their partners have been working for years to assist healthcare facilities to adopt evidence-based systems to address tobacco use. Many of them are members of the Collaborative. Building on their experience and best practices of the industry, we have compiled a list of useful definitions, simplified and real world models of an effective system, sample clinical and EMR workflows, and some examples of performance measurement and feedback reporting. Through the healthcare system, we can reach a lot of tobacco users, including specific populations.

New Federal Policies Drive Change

Although significant challenges remain within health care practices and facilities to integrate tobacco interventions as a routine standard of care, providers around the country are responding rapidly, in response to new federal policies, including tobacco cessation-related provisions of the Affordable Care Act, the American Recovery and Reinvestment Act (ARRA), the HITECH Act, and the Centers for Medicare and Medicaid Electronic Medical Records (EHR) Meaningful Use incentive programs.  For more information, click here.

Vendors of certified electronic health records are upgrading their products to include tobacco use identification and intervention screens.

Can systems to address tobacco in healthcare reduce smoking rates, improve health and contain costs? We’ve analyzed over 11,000,000 encounter records from several large and diverse health systems and found that systematic interventions have led to reductions in prevalence among the patient population and health improvements as measured by significant reductions in office visits.
